Joe grew up on various freighters and outposts, travelling with the family as his mother spent her time pastoring to anyone who needed it. They lived day by day, the daily structure of living supported by whatever labours his father tried his hand at. His sister left the family unit the day she turned 18 and rarely sent home messages since

Joe himself had an unruly and violent streak as a child, a streak that got beaten out of him (he says) with a wooden spoon when his mother found out. That was not the way his family was supposed to act and after several such incidents, that is the way he no longer acted. Even if it did mean a quick move when he was 12 after being expelled for beating up a bully.

It took several more years for Joe to settle in, initially following a calling to go to seminary, while earning a scholarship for his boxing talents. He graduated and found himself soon following in his mothers footsteps, and unable to settle down anywhere. After a while he realised nobody was listening and though he could see the beauty and the wonder of the universe, he couldn't open everyone elses eyes to it.

Wanting to do more with his life but having no idea what to do he radically changed his life and applied to Starfleet, graduating with excellent marksmanship and hand to hand skills, and a poor idea of protocol.

Apparently negotiating with the enemy was not considered a good idea when the Enemy was firing on you. Even less so when they were intent on taking over and the rest of security thougth you were not pulling your weight. And when it happened several times? Well that got to be a problem.

One demotion later following the last incident, Joe was shipped off to his new home...

Personal History
Lu’kat was born in a Cardassian compound on Bajor in 2352 during the height of the Bajoran Occupation. Despite Cardassian ambitions, the Union never succeeded in fully colonising the planet, this made Luke’s family one of only a few successful Cardassian colonists on the occupied planet. Lu’kat was forced to grow up fast due to the constant threat of the Bajoran Resistance. Explosions and the rattling of weapons fire, sometimes distant, sometimes close, were a daily reality. News of death and destruction, the loss of friends and family were not a rarity. Life was tense on the compound and the few Bajoran servants were eyed with distrust and suspicion.

Yet the family prospered and managed to experience some degree of a peaceful life, if only within the few hundred square meters that made up their compound. The finer workings of Cardassian propaganda were quite visible in little Lu’kat, who idolised Gul Dukat, savior of the Bajoran people. Being kept far away from Bajor’s labour camps and atrocities committed by his people, Lu’kat couldn’t understand why so many Bajorans kept on resisting superior Cardassian rule. Ofcourse, the only Bajorans he came into contact with were the submissive servants and Bajoran collaborators, who were always cordial in the hopes of profiting from the family’s good graces.

In 2364, at the age of 12, Lu’kat was sent be fostered by relatives on Cardassia Prime. This was a difficult time for him. He was ridiculed for his undeveloped neck and brow ridges and even though his upbringing on Bajor was firmly kept secret, he was easily singled out as being ‘different’ from the other kids who’d grown up in the heart of Cardassian society.

He often hid in a nearby park to escape his bullies. Here he befriended a regnar, a small and blind reptilian species that had mastered the art of camouflage. By observing and mimicking the creature Lu’kat found a way to render himself nearly undetectable for anyone not directly looking at him. Later he would view being bullied as a positive thing, because it made him strive more to become accepted and respected by his people. He quickly developed a near perfect Cardassian attitude and character. In addition, if he’d never been bullied, he’d never discovered the regnar from which he learned a great deal, and who he still keeps as a pet to this day.

When he reached his Age of Emergence in 2368 Lu’kat was sent to the Cardassian Institute for State Policy, his initial incomprehension of Bajoran hostility having developed into a profound interest in the shaping of society and politics of peoples. His concerns and feelings for Bajor and its people, be they Cardassian or Bajoran, were genuine. But even though during his studies he learned more about the true nature of the Cardassian occupation of Bajor, he remained a staunch supporter of Gul Dukat under whose rule, despite ongoing atrocities, brought down the death rate in labor camps by 20 per cent, had abolished child labour, improved medical care and food rations to the people of Bajor. The fact that Gul Dukat kept these policies in place despite the ongoing attacks by the Bajoran Resistance convinced Lu’kat of the superiority of Cardassian society over that of Bajor.

Lu’kat was a firmly against the retreat of Cardassia from Bajor. Despite his awareness of the situation on Bajor becoming increasingly untenable for the Union, he felt a full retreat was shameful. He viewed Bajor’s relationship to Cardassia as that of a child to its father; a father abandoning his children is a most dishonourable act that is simply not done among Cardassians, for whom family provides one of the cornerstones of their society. In addition, he was born and raised on Bajor and he knew that if the occupation would come to an end he’d never be able to return home.

When Bajor finally became independent in 2369 Lu’kat’s family repatriated back to Cardassia Prime. The Federation occupying Terok Nor and renaming it Deep Space 9 added to the insult. Cardassia’s power and influence in the quadrant was dwindling and Lu’kat felt determined to put a stop to it.

In 2370 Luke was recruited by the Obsidian Order, who had recognised Lu’kat’s intelligence and his commitment to the Union. He had only been in training for a few weeks when the Order collapsed after the utter destruction of the combined Obsidian Order and Tal Shiar fleet at the Founder’s Homeworld in the Gamma Quadrant.

Realising the downfall of the Obsidian Order would seriously destabilise the power structure Cardassian leadership was built on, Luke supported the overthrow of Cardassian Central Command by the Cardassian Dissident Movement, which succeeded in restoring authority to the civilian Detapa Council. He then played a key role in setting up the Cardassian Intelligence Bureau which was to replace the Obsidian Order. Because the most experienced and senior Obsidian Order operatives perished in the Battle of the Omarion Nebula in the Gamma Quadrant, Lu’kat managed to secure a respectable position within the new organisation despite having little experience.

When in 2373 Gul Dukat announced the overthrow of the Detapa Council and the absorption of the Cardassian Union into the Dominion, Lu’kat was sceptical. The CIB was now operating under the auspices of ‘outsiders’ and Cardassia was reduced to a member state in a dominion not its own, this was very hard for Lu’kat to swallow. However, because of his high opinion of Gul Dukat he decided to give him the benefit of the doubt and see if Dukat would make good on his promises. Indeed, the first few months saw the Klingons expelled from Cardassian space, the destruction of the Maquis and the recapture of Terok Nor.

The tables turned when Gul Dukat was captured by the Federation and the war turned sour for the Dominion. Lu’kat and his fellow Cardassians within the CIB were slowly but surely reduced to mere servants, Vorta and Jem’Hadar taking over the daily operations of the organisation and removing Cardassians from every position of authority. By the time Damar openly rebelled against the Dominion, Lu’kat and the other Cardassians he worked side by side with had no choice but to sit by and watch, the Jem’Hadar keeping them under such a tight leash that any transgression meant execution on the spot.

He survived the Genocide of Cardassia by employing his technique of masking himself which he learned from his pet regnar many years before, though he had to watch many of his friends and co-workers die. Having not been able to help them (which would have cost him his own life), Lu’kat feels a deep regret and shame at paying for his life over theirs.

After the Dominion War the Cardassian Union was in shambles, 800 million Cardassians massacred by the Jem’Hadar (not counting the ones lost during the course of the war), its leadership gone, its economy crippled, its cities reduced to rubble. Its military a mere shadow of its former might. Famine and disease raged through Cardassia Prime and the other Cardassian planets, adding to the body count for months and even years after.

Like countless others Lu’kat was going from rubble pile to rubble pile, looking for anything salvageable, locating survivors, finding out how many of his family and friends had survived. As a former CIB operative he was one of only a few people with some level of authority over his district. In the first days after the Genocide, before Federation, Klingon and Romulan troops could consolidate their occupation of Cardassia, Lu’kat, along with a small group of others, kept his area from falling into complete anarchy and give some small sense of direction towards the devastated lives of their fellow survivors. A few weeks after the onslaught he was contacted by another surviving operative of the CIB, who asked him to return to his post at the organisation and continue to aid the rebuilding of Cardassia in this way.

Lu’kat agreed and resumed his post. The years that followed were tough and hard for all Cardassians, but by the year 2380, 5 years after the war, some sense of normalcy had returned to the daily lives of Cardassians. Cardassians had been given back control of their own territory, though their military strength was severely curtailed through intergalactic sanctions, giving them just enough strength to patrol their own borders.
The sites of destruction and other scars of the war had mostly been cleared and replaced by construction and memorial sites. Famine and disease were still a chronic problem, aid and relief missions from the other powers in the galaxy were still necessary and would likely continue for the next decade.

Lu’kat was part of a special taskforce within the CIB dedicated solely to the recovery of Cardassian artifacts and valuables looted during the war, as well as a branch that specialised in reuniting war victims separated by the war. Through his expertise and the recruitment of other talented people, the CIB managed to acquire the same level of efficiency as its predecessor. Time would prove if it was to become as notorious as well.

Lu’kat’s rise to power within the CIB did not go unnoticed, especially by the Head of the CIB, who felt threatened by Lu’kat’s popularity. When there was an explosion in his office, killing several people, Lu’kat was given the blame for failing to intercept information that would have prevented the bombing. All of Lu’kat’s years of service and dedication to the rebuilding of the Cardassian Union was suddenly pulled into doubt, the Head further exacerbated these concerns to discredit him. It worked. He was sent safely out of the way as a Liason and Representative of the Cardassian Union to Star Base 42, an old mothballed Federation Base recalled into service in an area called ‘the Shoal’, near the Cardassian/Bajoran border. The reasons for this replacement were his knowledge of Bajoran culture and his expertise in Cardassian – Federation relations.

Lu’kat knew better than that and has vowed to take his revenge someday. In the meantime he would have no other choice but to go where he was ordered. He saw a certain irony in his predicament. For so many years he worked to see Cardassia restored to glory, though that day was far from near, the political nature of the accusations against him told Lu’kat one important thing: Cardassia was now doing well enough for political ambitions and vendetta’s to take precedence over its reconstruction. Lu’kat might have gotten the short end of the stick, but he took it as a sign that Cardassia was strengthening.

Lu’kat was young.

He would get his chance for vengeance.

Physical Description Curvaceous and petite, Talla is possessed of a hypothalamus defect which manifests itself as her epidermis being unable to regulate her internal temperature effectively, which causes her to overheat on a regular basis. Thus she wears a specially designed 'coldsuit' she was issued at Starfleet Academy which keeps her body temperature regulated and enables her to adjust her own atmosphere. Stress can cause her body temperature to rise, and she tends to sweat more and more when her body temperature is giving her difficulty. She is extremely defensive about her condition, and strongly dislikes people drawing attention to it.

Weakness is something within herself that Talla genuinely despises, thus her 'condition' is exactly that, with all of the attendant angry defensiveness one would expect from it. She does not want special treatment; she wants to work hard and do a good job, as like many Andorians she is defined by her work.

She is considered chubby for an Andorian, with rather thick antennae though her hands are surprisingly petite, even for her small frame. She has a somewhat unsettling smile, as it does not appear to be an expression of happiness so much as an affectation.

Personality & Traits
General Overview Talla P'Trell left Andor after the death of one of her bondmates for which she felt responsible and eventually joined Starfleet to escape the painful memories of her home to employ her skills across the galaxy. Small but feisty, she is prone to being underestimated- her shape implies that she will be slow and her size implies that she will be weak and defenseless, but she is neither. She finds communication and appropriately expressing herself difficult quite often, and has a tendency to listen more than she speaks, Talla is seldom taken for a 'shrinking violet', as she is in point of fact confrontational by nature. However, she can be cowed by a vastly larger foe or a superior officer.

Conversational habits include evasion with the phrase, "Fine. It is fine. I am fine." which of course means none of the above. Often adds "I think" or "I do not think" into sentences somewhat inappropriately.

Talla P'Trell is described as 'a work in progress' by those around her, and while she is troubled and damaged, she tries very hard, and is nothing if not stalwart and devoted.

Strengths & Weaknesses Quiet, she does not actually enjoy communicating, which often leads to misunderstandings. Struggles with her weight, and she often has to offer an explanation for her coldsuit, which she loathes doing but must repeat constantly. Does not actually enjoy the company of non-Andorians, but puts up with it as the price for being a member of Starfleet... while her home planet is where her heart belongs, she needs this time away to assuage her painful memories. Extremely vulnerable to heat exhaustion in average temperature atmospheres without her coldsuit, will expire quickly under high temperature atmospheres. Prone to experiencing discomfort in average temperatures, particularly when under psychological duress.

Excellent tactical mind, dogged detective and ruthless hand to hand combatant versed in over a dozen different galactic fighting styles. Background:

Zayna Ryler was born in Texas to two very uptight Starfleet officers, who also had a son who, at the time, was 6 years older. Zayna never got a whole lot of attention, as she was not actually an expected child to begin with. Her brother was always fawned over, given the best and newest, while Zay was given the hand-me-downs. It wasn’t until she was school aged that someone was willing to take her under their wing, her father’s best man at his wedding and a family friend, Anton Mauro. He saw something in Zayna that no one else did: potential.

Mauro became more of a father figure to Zayna than her real father ever was. Her brother, Erik, was far ahead of her, a grade ahead of where he should be. Their parents were prepping him for Starfleet, but didn’t care about anything that Zayna did. Though they seemed to take pleasure in yelling at her if her grades weren’t perfect. Mauro had her back each step of the way, and she knew him her whole life as Uncle Anton.

Making her way through school, Zayna was able to get accepted into Starfleet Academy a few years after her brother graduated. Her brother was already a well known engineer, and had already passed the rank of Ensign. She, like her father, although she hated him, went in wanting to be a security and tactical officer.

It wasn’t until her second year that her mentor and family friend, Commander Anton Mauro, decided that she was better suited for Intelligence than she was for security and tactical. So, pulling her from her classes, he placed her into the Intelligence training, which was the department he was already in. There were many arguments between Mauro and Zayna’s father, but Zayna found she fit better where she was now than where she had been before.

During her time in Starfleet Intelligence training, she met Niles Emory. They quickly hit it off and could be seen everywhere together. During the middle of their last year at the Academy, the two of them decided to get married. It wasn’t until a year later, when war was about to start, that they actually did so.

In 2379, due to what happened during the Dominion War, Zayna Ryler was demoted from Commander to Ensign at the request of Commander Anton Mauro, Starfleet Intelligence. The original ruling was to have her completely stripped of ranking and removed from Starfleet. It was only under the word of Commander Mauro that Ryler was spared. He assigned her to Captain Santra Arron, who was on his way to Starbase 42 to attempt to rebuild it.

Aboard the USS Allen, an Oberth class on loan from the Engineer Corps, in a moderately comfortable senior officer quarters.
Smaller quarters would have been satisfactory but protocol stated his rank rated larger accommodations, he had politely declined a rating as personal assistant and had gotten to work reviewing Starbase 42's schematics and station logs.

An old style standard station of obsolete design, built in place with from local materials cycled through large industrial sized replicators.. tritainium keel and duranium lattice foam composites for bulkheads, all arranged about a central command and utility core giving the whole an appearance of a squat upside down waste receptacle on a spindle with outlaying flattened pods serving as cargo warehouse.

The shutdown hadn't been a clean or anything approaching a mothballing effort, the last crew had simply pulled the plug on the reactor core and evacuated at a painful 1.2 warp to the rear support group during the Dominion's attack on Sector zero zero.
Since that time, scavengers had been at the facility like large vermin, taking hull plates from outer bulkhead leave the whole station open to vacuum, the computer core rudely cut out.. the list of requirements to make the station minimally habitable had went on for pages.

His initial review had been marginally above building a new station. The main super structure was still in place and as there was no power, any of the supports could be tractored and probably fused in place, or simply recycled and rebuilt.

Character description summary:

A 200 year old engineering and computer senior science professor having been an instructor at Star Fleet Academy for the past 80 years who has taken, under orders, a field sabbatical of indeterminate duration as Chief Engineer of Star Base 42, accepting rank as lieutenant out of concession to Starfleet Command and respecting the need for rank as required for the position.

He had no made no objection to these orders, understanding the reasoning and having long ago accepted that his preference for academic duties would take second place to requests from command for his participation on researching the applications of new technologies discovered by the exploration service. Altho this assignment at Midway Station as support for the scientific studies of a sector wide subspace disruption has aroused a higher degree of interest than usual.

His qualifications are impeccable, with a list of doctorates that would intimidate less focused individuals and a range of practical engineering and programing experiences that would give merit to the rumors of Starfleet engineers who could build a warp core from a copper spoon and a few rocks.

His personal interests in expert systems and artificial intelligence projects have been no secret, several of his doctorates have been built around the foundations of sentient systems.
He had found Cmdr. Data to be a superb example of software engineering, having copied the architecture of the android's brain for personal study.

General Overview

Santra Arron is something of a dirty secret within Starfleet. After all he is, according to the census data of the planet Bajor a dead man executed for crimes against the Bajorian people at the end of the Occupation. The exact knowledge of those crimes is not listed, though a large number of Bajorans were sentenced to similar punishments at the cessation of hostilities under the umbrella term of 'collaboration with the enemy'. So how a dead man came to be working for Starfleet Medical, with a specialisation in viral pathology, is something of a mystery.

Strengths & Weaknesses

Arron's biggest strength, and by far his greatest weakness, is his ambitious nature. He is always right, even when wrong, either ignoring or bending facts to meet his own predefined notions. The troubling fact that, 9 times out of 10 he's right, has not stopped him from making colossal mistakes that have cost him dearly. His successes have on the other hand saved countless lives, both civilian and Starfleet, and so his karmic balance is in neutral in the eyes of Starfleet Command.

To make right all pasts deeds before he is called to account for past discretions: it is a life long journey he assures has no end.

Hobbies & Interests

Botany and the violin. The first he enjoys because it was the pass time of his departed wife, an avid botanist in her own right before the Cardassian occupation. It is, in his mind, a way of being closer to her than the current state of the universe allows. As for the violin, an instrument he has spent many years practising, he enjoys playing it because it makes the wailing of a dying cat sound pleasant. "After all they took my ear, they might as well know something of my pain as payment."

Personal History

Born to a time before Cardassin rule, Santra Arron is perhaps one of a few serving Starfleet Officers who can recall a time when the Bajoran identity was not mired in the blood of lost innocence. Trained as a doctor, with a particular interest in germ medicine, he served as a regional healer for the Dakraar province. It was whilst treating an outbreak of Bajoran influenza that he meet Folmik Lida, a young woman who would shape most of his life and one day become his wife. For many years the young doctor and botanist were happy, if only in a bitter-sweet fashion: for whilst one could heal and the sick, and the other could make the flowers bloom in all their glory, neither could conceive a child. An all to common genetic deformity in the reproductive cells of the body led to a trio of miscarriages, and a single still birth: it was after the birth of their daughter Hima, who had never breathed a day in her life, that the pair decided to promote life through their work and not themselves. Arron strove to prove that genetic engineering would not only remove the faulty genetic sequence that caused a 1 in 3 infante mortality rate, but also lead to new branches of medicine for all of Bajor. The Vedek Council, the religious leaders of Bajor, brutally came down upon any such tampering with 'The blood of the Prophets'.

He was fined, threatened, beaten and imprisoned on his quest to cure the genetic defect that would not allow his family to flower. On the night of his triumph the Vedek council came for him and his wife, burning his notes and home in a final pious act. It was the night Arron swore a blood retribution on them all. It was also, as coincidence had it, the same night strange lights appeared in the sky and rained fire down on them all.

The Prophets, if they existed, had sent the Cardassin Occupation to answer Arron's enraged demand.

As a doctor Arron was quickly ear marked as a 'skilled labourer', which had both the profound good fortune of eliminating him for selection for the work camps so he might tend the sick, but also in the heart rending act of separating him from his wife. The Cardassin's had little use for botanists in their brave new world, and Lida vanished into the work camps never to be seen again until it was all to late. To keep the good doctor in line the Cardassin's head of medical and scientific investigation on Bajor, a Dr Mosset, took the somewhat gifted man under his wing. He did not preach the political babble of the Gul's, or even support the occupation as a whole: instead Dr Mosset professed only the want to aid the Bajorans.

"How many children die each year because of limited vaccinations, or infection by easily treatable or curable aliments? Even simple prenatal genetic screening is more science fiction than science fact on your world Dr Santra. On Cardassia it is a standard and mundane tool in a doctor arsenal. Should we compare infant mortality rates for our two worlds huum? Or should we instead, as two men of medical means, provide for the future of our two species? I want your help Dr Santra, but your people need yours more than I."

With that Santra Arron became the assistant to Dr Mosset, a monster who would later be remembered by history as a sadist who experimented on prisoners and entire work camps with biological weapons and genetically tailored virus. It is ensure if Arron knew of these experiments, or after years of working with Mosset he had come to see the loss of life as a needed expenditure of resources towards his own goal of curing his people of all ills.

In the end it didn't matter. The Occupation ended, Bajor was freed and old scores were settled. His left ear was carved away by the courts, kangaroo style affairs hastily put into place before Federation observes could stop their rightful revenge. With that one single swipe of a blade Santra was marked for all his life as a traitor to the Bajoran people, as it was the left ear from which the traditional religious fetish wear of an ear ring chain was hung. He spent four days awaiting his execution on Bajor trying to finish the work he had started so long ago, trying to cure the genetic deformity that had caused his still born daughters death...

On the final day before he was to be hung he had a visitor, a strange smoothed nosed fellow from the stars, who changed everything. Starfleet was as quick to grab up the brain trust of Bajor as any of the other interstellar powers in the Quadrant: after all the enemy of my enemy knows the biological finger prints of the next bio weapon the Breen come up with. He was given lab assistants, equipment, the nearly bottomless coffers of Starfleet's blackest budget and told to go mad.

He did so quietly, to make sure the funds kept rolling in. From his work arose chemical formula's that could have turned Ketracel White's PH levels into a blood based acid concoction. Cures of viruses were created in lock step with deadlier versions of mundane illnesses teased into rabid frenzies by his genius. By the tailing end of the Dominion War it was quite apparent that Santra, if anyone ever found out exactly what he had done for Starfleet, would become a political super nova. But he was also the golden goose, and a virus that turns muscle cells into bone might be just the very thing you need when the Borg invade.

And so he was prompted out of the lab, and into the command of a small out of the way out post: a break in case of emergency style arrangement.
